SWAN Platform (Sovereign Wealth and Nature)
Platform from Blue Green Future and Global Resilience Partners that helps governments count living nature as part of sovereign wealth; Tonga and Panama are its first partner countries.
SWAN, short for Sovereign Wealth and Nature, is a platform being built by Blue Green Future and Global Resilience Partners. Its premise is that oceans, forests, mangroves and other living systems produce economic and resilience value that national accounts and financial systems do not record, and that governments need data, valuation methods, policy and financial structures to recognise that natural wealth. Blue Green Future, led by co-founder and CEO Ralph Chami, works on natural-capital finance more broadly and advises governments on bringing nature onto their balance sheets.
The first sovereign partners are the Kingdom of Tonga, named the inaugural partner, and the Republic of Panama, which joined a day later. Both signed memoranda of understanding with the two organisations during the UN General Assembly in New York. Tonga is presented as a large ocean state with marine and coastal natural wealth; Panama for its forests, watersheds, biodiversity and blue economy.
Status: announced. Blue Green Future's news page dates the launch to 30 September 2026. The sources describe the platform as under development and do not say what data or tools it will consist of, or whether anything is yet operational.
